Mr. Decker is an internationally recognized expert in the field of asphalt technology.  Mr. Decker has a B.S. and M.S. in Civil Engineering from the University of Kentucky in 1974 and 1977, respectively.  He spent six and a half years working in materials testing and quality control in Denver, Colorado and Albuquerque, New Mexico, followed by four years of pavement research at the New Mexico Engineering Research Institute.  Dale then joined Chevron Research and Technology Company in Richmond, California and spent five years in the research and technical service area.  

Dale joined NAPA in August of 1992 as Director of Engineering and in May of 1994 was promoted to Vice President for Research and Technology.  Dale served as NAPA’s technical spokesman on a wide variety of issues relating to the HMA Industry.  He was actively involved with the nationwide implementation of the Superpave technology and served on the asphalt research technical panels for the National Cooperative Highway Research Program for projects sponsored by the Transportation Research Board.

In August of 1999, Dale joined Oldcastle Materials Group as Vice President – Technical Services.  Oldcastle Materials is the largest producer of Hot Mix Asphalt in the U.S.  Dale provided support to Oldcastle companies in QC/QA, training and technology implementation areas, as well as working with state agencies in specification development. 

In May of 2001, Dale started an asphalt consulting engineering practice, providing professional services in materials and mix design, QC/QA, training, technology transfer, forensic engineering and expert witness relating to asphalt pavement technology.

Dale is a registered Professional Engineer in Colorado, California, Maryland, and Virginia.

Dale is an active member of the American Society for Testing and Materials (past Subcommittee Chairman);  member of many Transportation Research Board committees relating to asphalt issues;  member of the American Society  of Civil Engineers (fellow grade);  member of the Canadian Technical Asphalt Association and was the 1996 President of the Association of Asphalt Paving Technologists.
